Juneau Fort Seward Haines Alaska WW1 Franklin Photo First Draft Soldiers & Flag

From a recent estate sale is this old photo of WW1 soldiers. At the bottom left the photo is faintly marked "Alaska's First Draft" and "Photo LEF". LEF is for L.E. Franklin who worked in southeast Alaska. I found the same photo on a website - https://folk.uib.no/hhiso/juneau/toc.htm - which dated the photo as May 10,1918 in Juneau. The back of this photo is marked "Fort Seward Haines". I have no idea which is correct. This photo measures about 6 1/2" by 3 5/8"
and it has been trimmed. There are creases at the corners.
